Professor of the University of Zielona Góra, dr hab Andrzej Bisztyga, referent at the Congress of the Association of Asian Constitutional Courts and Equivalent Institutions.

On August 27, 2020, the IV Congress of the Association of Asian Constitutional Courts and Equivalent Institutions took place. The themes of the Congress were rules of law, value of person and the effectiveness of the state as the values of the XXI century constitution. Director of Law Studies Institute, Zielona Gora University prof. Andrzej Bisztyga dedicated his paper to the issues of notion and cataloque of guiding principles of the constitution, which express the leading values of the constitution of the 21st century. Prof. A. Bisztyga appeared in the part of the Congress where foreign experts and representatives of international organizations spoke, including Zholymbet Baishev - Chairman of the Court of the Eurasian Economic Union, Gianni Buquicchio - President of the Venice Commission of the Council of Europe, Schnutz Durr - Secretary General of the World Conference on Constitutional Justice, Gyorgi Szabo - Head of Organization of Security and Cooperation in Europe Program Office in Nur-Sultan, Joerg Pudelka - Director of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), Frauke Bachler - General Director of the German Foundation for International Legal Cooperation (IRZ) and Lars Brocker - President of the Constitutional Court and the Highest Administrative Court of Rhineland - Palatinate. The Congress, organized in Nur-Sultan by the Constitutional Council, had a solemn setting. It was opened with speeches by the President of the Republic of Kazakhstan, Kassym-Jomart Tokayev, and Makhmud Kassymbekov, a representative of the First President of the RK Elbasa. The moderator was prof. Kairat Mami - Chairman of the Constitutional Council. The Congress gathered a large group of speakers and participants, including judges of the Constitutional Council, the Supreme Court, representatives of legal science and both chambers of the Parliament of the Republic of Kazakhstan, representatives of international organizations, foreign experts, chairmans and judges of the constitutional courts and supreme courts of Azerbaijan, Afghanistan , Indonesia, Corea, Kyrgyz Republic, Malaysia, Mongolia, Myanmar, Tajikistan, India, Maldives, Pakistan, Thailand, Uzbekistan, Russian Federration and Turkey. Due to the circumstances caused by the coronavirus, the conference was held on-line.
