On 24-25 April 2023 XV International Scientific Conference on Human Rights ‘Criteria for Assessing the Effectiveness of National and International Human Rights Protection Systems’ was held on the 70th anniversary of the entry into force of the European Convention of Human Rights organised by Jan Kochanowski University of Kielce (Law and Social Sciences Department, Law Sciences Institute) and Stowarzyszenie Parlamentarzystów Polskich (Association of Polish Members of Parliament – General Board) under honorary auspices of the Polish Society of Constitutional Law.
The conference was attended by a large number of employees of the University of Zielona Góra Law Sciences Institute. A member of the Scientific Committee of the Conference prof. Andrzej Bisztyga chaired the first plenary session on ‘Human Rights Protection Systems Development Trends in the Face of New Challenges of Civilization and Criteria for Assessing their Effectiveness. Panel sessions were attended by (order by the conference programme): dr Anna Feja-Paszkiewicz (Enforcement regulations issued by local authority units (comments in the context of interference with human rights and freedoms), dr Piotr Kapusta ( Implemented and proposed amendments to employment contract law in the perspective of assessing the effectiveness of employment relationship permanence protection), dr Ewa Żołnierczyk (Obligation to pay for a stay of a family member in a social welfare facility and the constitutional social justice principle), dr Wiktor Trybka (The effectiveness of the protection of party rights in hybrid proceedings), dr Agnieszka Kania-Chramęga (Adequacy of disciplinary punishment – thoughts on the disciplinary accountability of university and doctoral students), dr Piotr Sobański – within the framework of plenary session no. 3 (The obligation to enforce a judgement of the European Human Rights Tribunal as a crucial factor of the effectiveness of the human rights protection system), dr Ewaryst Kowalczyk (Determinants of the effectiveness of normative solutions for human rights protection in public procurement). As every year, the conference became an opportunity for an interesting exchange of views and experiences of those interested in legal and human issues, and the participation of scholars from numerous European countries and research centres ensured a broad perspective and a high level of discussion.
The conference was honoured by, among others, the following speakers: Dean of Jan Kochanowski University of Kielce Law and Social Sciences Department and Speaker of the Association of Polish Members of Parliament – prof. Tadeusz Wallas, President of the Management Board of the Polish Constitutional Law Committee – prof. Piotr Tuleja.
The participation of a large team of seven people coming from different chairs of the Institute proves that multifaceted research on human rights constitute a strong and one of the leading research streams of the University of Zielona Góra Law Sciences Institute. The conference was attended by several hundred participants, and the languages of the conference were both Polish and English language.
